I also don’t quite get it. Of course I get that you can make hands by discarding and taking tiles but I still don’t get declaring tenpai. Can you bluff this? Is it required to make yaku?

You don't declare tenpai. Tenpai is the state you're in when you're one tile away from winning.
There are two ways to win. When another player discards your winning tile, ron. When you draw your winning tile from the dead wall, tsumo.
Yaku is a condition needed to declare victory. Most of the time, it depends on your hand composition, for example having no terminal tiles (1's, 9's, and wind/dragon tiles) constitutes a yaku, tanyao, but it can also be something else, like riichi (something you declare as soon as you reach tenpai, provided you didn't call on any discarded tile), or drawing your winning tile on the very last turn of the round. If you're a beginner, just focus on hand composition by making triplets and sequences, and then declare riichi.

ACTUALLY the dead wall is a specific part of the wall which is normally off-limits for drawing. The part you tsumo from is just called the wall.

You declare riichi if you are confident in your hand and it's closed(you haven't called yet)
Your hand stays as it is, and everything you draw from now on gets discarded. Riiching is risky but if you win like this you get way more han.
Tenpai just means you need 1 more tile. You don't call that. It's just a state of your hand
