It's too heavily saturated with cliches and successful tropes, and hasn't done anything interesting in 10 years.
It's essentially a dead genre, just like mecha.

This is just my guess, but adult-oriented magical girl shows have a very niche appeal except for maybe meduka, while kid-oriented shows have been replaced with idol shows except for precure. This might be why I've noticed people tend to list less recent shows and classics when asked what are good examples of the genre. The only "very recent" non-franchise magical girl shows I've seen discussed substantially are Asuka and the S&M one.

Sentai, mecha, and mahou shoujo were all Japan's twist on the superhero genre.
Now that capeshit is mainstream, there's no reason for anyone to be invested in the foreign-made knockoffs.
Why else is MHA so massively popular? It's Naruto dressed in capeshit, with cute sexy anime girls to provide that exotic eye candy.

Also Jewelpet's last season was 5 years ago, which leads into my point of there not being many new series that people other than a niche group would be interested in.

I think the problem is that there's now a very strong dichotomy between "adult-oriented" mahou shoujo, which is a fad that appears to be ending, and "kids-oriented" mahou shoujo, which is a staple. The proper way to do it is to have well-written mahou shoujo shows that cater to both adults and children (basically slip in more complex themes for adults to appreciate).

Sure, because like you said little girls are watching Aikatsu and Pretty Series, as well as things like Jewelpet - by which I mean Cocotama and Fairilu as well. Which are also dead, but more recently. Plus there was the Jewelpet movie that Corona killed.

Pretty much this. There hasn't been a magical girl show aimed for little kids to compete against Precure unless that reboot of Tokyo Mew Mew is going to attempt it
