They dont wear them as they get in the way of their Striker usage. Some girls like Krupinski wear tights but its personal preference. They are interacting with the Striker Units as if they were a part of their own body so they dont really want anything getting in the way or affecting that.
And in the SW world the Witches are practically celebrities who are universally respected and adored for being the only humans able to protect humanity against the Neuroi. None of them feel particularly exposed or exploited since the general public respects them greatly
