No? Part of what can define a character is their relationship to their homeland specifically or the world in general. How did the setting influence their appearance, practices, behaviors, and motives and how does this differ from other locations within the story.

Infodumps can be bad sometimes, but there are many less invasive ways to convey elements of the setting especially in a visual medium like manga where you can simply show things in a frame without having to explain every single aspect of it. Series like Cowboy Beebop does this well by balancing actual lore dumps with environmental storytelling.

Bad world building use infodump, good one use show, don't tell. You can still characterize the characters while show off the uniqueness of the world.
