There's a little bit of grain. I get what he's going at, but this example isn't really enough to make me care that much.

The fetishization of a cel-based photography process is the sure sign of a half-wit that knows next to nothing about anime production.

Those look the same but I get where you're getting at. A better example would be how Toei has been post-processing their anime recently. They warm up colors, sketchy lines and give everything a sligth blur.
Honestlty, I like it a lot.

The attempt in the OP failed but it's probably possible since I am viewing these images digitally.
Maybe having the initial drawing and painting be done with a bunch of different texture brushes with a restricted colour palette might, while not truly emulating the cel look, give digital anime some 'soul'.

I'm just noting, as a general trend I've witnessed, that those that fetishize cels tend to be largely ignorant of anime production, many to the extent that they don't even know what cels are or how they were actually used.

It's subtle in comparison to Tiger Mask W, but Star Twinkle Precure did it as well since the show was gunning for an 80's aesthetic. I miss it, it would've fit well with the painterly aesthetic of this year's Precure.

If you've been paying attention, various series have been using lineart filters for almost half a decade now. It's just more common recently (and that's a great thing).
