I actually agree. I think it would be more appropriate to break that last arc into two parts.
Rather than score the arc as a whole. The first half was definitely one of the highlights for bleach for me. The moment the quincies invaded the soul palace was when it all started going down hill.

It all went downhill after the soul society arc if you ask me. And Ichigo's progression honestly reminded me a lot of Inuyasha. He just gets a powerup whenever the situation calls for it and never actually learns proper combat, simply relying on raw physical ability and the strength of the weapon. And he has the personality of a rock for most of the series.
