Anyone with a basic grasp of English, can deduce the meaning of "by X alone". It is a phrase utilized to let the reader/listener know that nothing else needs to be considered. A similar phrase would be "not taking into account his superior strength, power, speed. Jiren is stronger than Belmond."
Jiren is more skillful than Belmond, whose skill and tactics and battle allowed him to be the only unscathed fighter in the GoD exhibition.

FALSE, he only did that in the last part. He showed strength formidable enough to threaten the life of all the GoDs at once, and the only were saved by a single GoD who could break out of it, and attack Belmond at full power. This attack did nothing to him.
Now, Jiren was stated to be stronger than all GoDs, that is his premise. Even if you wish to cope and crying that he is only stronger than Belmond, you lose anyhow. Because Belmond is one of the strongest if not THE strongest GoD. This statement about Jiren was made when the depths of his power and potential were unknown, as shown when Whis is surprised at Jiren's full release on both mediums.
Now take that insurmountable power, the power that exceeds the GoDs' by far; and then add his skill, surpassing one of the most cunning GoDs' own combat abilities. And what do you get?
