that's the second's jutsu, he is the ONE to blame. if anything kabuto perfected it. a lot of the shit orochimaru is getting is because of the "he got away with it" meme. It's a problem of perception: Naruto starts with faux peace because Hiruzen pretends the peace will last forever. Orochimaru was not that different from Danzo and other Kages who abducted people of worthy bloodlines or made jinjuriki out of their own children. If anything Orochimaru was probably just drawing blood from the most part from his prisoners trying to find out who's bloodline was special. No biggie.
