i think it was probably something she was working on her own, especially if it was made with wisteria flowers and tamayo probably can't touch those. and then i'm guessing tamayo's medicine with the UM blood blew it out of the water so shinobu didn't need it anymore.

I suspect this one was made entirely by Shinobu before she started working with Tamayo, hence why it's made out of wisteria. Once Tamayo made the actual human turning medicine they decided to go with that one instead and Shinobu's prototype was never used,
