There is no such thing as too much anime, and there are tons of animators. There is no problem to fix.
You can not. Demand is not directly proportional to supply. There may be an even cheaper method of doing animation in the future that needs even fewer animators.

Animators get paid starvation wages and work slave hours. It's an extremely unappealing job and there's no incentive to do it.

Of course they do, because 90% of anime is unprofitable trash. In fact, as of now there are TOO MANY animators. The production committee system more of less subsidises an industry that shouldn't exist. At least halt the people working in anime do not possess notable artistic skill and shouldn't even be allowed to be animators/directors to begin wtih. If you suck as football, yet at the age of 30 still try to be a professional football player, people'd laugh you out of the room. The anime community claims for the incompetent sods to be ill-treated. No, the slave wages make it POSSIBLE for all these failed "artists" to pretend that they are artists for a little longer. These people should be grateful to get paid at all.

Toei is the biggest anime studio and their shows are crap, the anime industry doesn't make any sense.
If money grubbing producers took a pay cut they could easily afford to pay animators. Stop acting like this is a problem with demand and not a top down systemic issue.

The production committee's more or less serve as a safety net for all these unskilled losers who are unfit to pursue a career in animation. None of these incapable clowns should even be paid.

Because it has turned out that rolling the dice on franchises makes the most sense. That's also why there are more 1cour shows than ever before. Fast profits are better than some longterm benefits. The more trash you throw at the wall, the more likely some of it is going to stick. It's not the production committee's and license holder's fault there are so many double digit IQ Japanese who think they are skilled enough to pursue a career in animation. They simply welcome the opportunity to use the labor they provide to increase the amount of dice rolls.

It's a vicious cycle. They deserve to get paid like garbage for how shit they are at their jobs but they might be shit at their jobs because they're not getting paid enough. Or not being trained well.

Toei actually pays well compared to other studios like Bones and Sunrise.
European animation studios go bankrupt after a single financial failure. Most recent example: The studio that made La famosa invasione degli orsi in Sicilia. The movie wasn't even a financial failure, yet they still had to file for bankcrupcy cause it didn't make enough. Meanwhile anime studios are allowed to produce nothing but unprofitable trash and still survive. And the production committees are supposed to be the bad guys here?
