His only move is to jump into danger completely unprepared because "muh emotions". He gets killed and resurrected several times because he's such a helpless retard, except when he's saved by some Deus Ex Machina because he hasn't done anything useful in 15 episodes, and often he's pretty much a huge impediment to the action.

In episode 15 they see an impossibly powerful being about to kill another character. Tohsaka, very rationally, stops Redhead Retard from drawing attention to them because they would both die, but as soon as it's too late and the girl dies anyway, what's Shirou's retarded plan?

I don't think the writing in UBW is particularly great, but not every character in fiction will react to dangerous situations in the same way that you think you would if put in the same position.

But Shirou never rushed to defend Saber from Berserker in UBW. UBW starts off with Saber proving her worth, so Shirou learns to rely on her (until he can't anymore and starts having to fight himself).

Multiple characters only leap into action and save him because he's this reckless, sometimes staying back and doing nothing actually kills you down the line because you didn't rambo some 10+ choices ago. His autism compels him to act. Are you CTRL'ing through all the conversations about this very fucking topic? Is it cliche that MC-kun plays hero and rushes headlong into things that should kill him? Yes. But it's presented as the absolute worst move, the kid has no self preservation in the face of danger he fucking recognizes as above him. I'm completely fine with it because he genuinely does fucking die like 50 times through the VN, as aspect the adaptions are sorely lacking. Same as all the long bad ends that give more information on this, and show that his recklessness sometimes does backfire.
Here's the thing about Shirou. In Shirou's mind, his own worth is 0 and everyone else's worth is 1 (special individuals are worth 2, i.e., Taiga). Thus, if he can sacrifices his own life to save Saber's, that's a net positive. This actually doesn't change regardless of the route. Even in Heaven's Feel, the only reason he prioritizes his own life at all is because Sakura needs him. Sakura cannot be happy without him. Thus, in order to save Sakura and make her happy, he MUST stay alive. If Sakura could hypothetically achieve happiness and stability even without him (something we know is false from the Normal End), then he'd probably be less protective of his own life.
Anyway, we're getting sidetracked. Generally, Shirou only performs suicidally reckless actions if there's some way to benefit from it; in other words, if someone can be saved with that sacrifice. But in UBW, he pretty much throws his life away on two separate occasions despite there being absolutely no way for him to turn the situation around, only being saved via contrivances. Those two incidents are when he leapt out after Archer betrayed Rin despite the fact that there was absolutely fucking no way for him to save her at the time, and when he screamed out at Gilgamesh to stop when he was about to kill Illya. These are the two most meaninglessly suicidal actions he takes in the entire VN, because there was nothing to be gained from his interference. No one would be saved. He would just add to the list of corpses.
In UBW shirou:
