Only in the hyper specific circumstances presented in the arc. Illuso only lost in that case because:

-he didn't want to kill, he only wanted to interrogate them
-he had a chance to kill Fugo, but then immediately stopped so he could pursue a key
-if he had killing intent, he could have just dragged Fugo's head in and let Fugo's body just bleed to death before he could even call out purple haze
-illuso was outnumbered

Even if fugo had perfect information and used giorno's plan, and could find Illuso back in the real world.fugo would still die in the process, forcing a draw at best

I don't know every single mechanic to Tusk Act 4, but odds are Illuso could easily just sneak up with a mirror and kill Johnny before he even realized what was going on. This is also assuming that Tusk can hit you while you're in the mirror dimension which is a major assumption.

The reason Illuso is so broken is because his power is instantly deadly, it comes at complete surprise because it's such a hard to comprehend power that by the time a 200 IQ person can figure it out you've already been attacked, and he is almost completely safe in his own dimension.

Your theory of Illuso being the strongest revolves solely around him fighting like a bitch. If someone went into a fight knowing Illuso's ability, then Illuso would lose almost every single time

Even if you know his ability, how does that automatically become a win condition? Like I said, he's perfectly safe in the mirror dimension, as Abacchio demonstrated you can just pick up the mirror and walk around with it so he doesn't even have to rely on the enemy stepping into the mirror's sight, and if the mirror can even glimpse your head or a vital piece of your body, he can just suck it in and leave the rest of you to die

90% of Jojo characters could instantly kill someone though a sneak attack, even if they had no powers whatsoever they could just use a gun or a poison dart, talking about ambushes proves nothing.

Most other stands that rely on sneaking have some balancing drawback to where once you figure it out, you can strategize around it. Illuso can just play the waiting game because eventually they will stand in a mirror, or Illuso will be able to move a mirror to them.

Abacchio demonstrated you can pick up a mirror and walk around with it and you basically have a mobile portal. There's no reason you shouldn't be able to since the mirror is just a physical object. Ignoring that, it's not like Illuso has a time limit, EVENTUALLY pretty much anyone would step in front of a mirror

Not really, if we're going by the logic of the stand user going for an instant kill instead of the usual anime villain trope of standing around taunting the MC until they find a way to win, the majority of stands in the series are capable of instant kills. The only ones I can think of that can't are the stands that have no combat ability at all.

Bring in pieces of people into the mirror world doesn't actually mean the body has been cut into pieces, the only effect is that it's hard for them to move. Or else Abbacchio would be dead in this panel.
