None of the characters in this even has an arc, and all of them seem rather stilted. Tropes come to life.

Most of them do, yes. If a character is static, there better be a good reason for him to be static. Maybe because he's a catalyst for the story, like Hamlet's father's ghost. Maybe he's more of an allegory than a character, a bigger than life antagonist that is never encountered, like God in Faust. Maybe because he's a mentor, a Miyagi to the Karate kid.
Either way, such a character then would exist to further another character's arc. If none of the characters have an arc, none of them have a purpose. They might as well not be charcters at all.

Character exploration is usually handled through character arcs, and whenever it isn't, it's usually not well-embeded in the narrative or its themes, but merely forced in. In the rare cases where character exploration works without any kind of arc, it works because there's not much to explore about those characters in the first place.
