More like they said they were ready for combat with Nomu, the nomu are in control by one person, and if they're taken out, the nomu become husks, and Miruko is sent to spearhead the decapitation op.
She waits for the evacuation first, waits for the signal, goes, stays in constant comms with Endeavor and the others, reports back her findings, ect. She's not acting on her own, she's acting as a member of a team in a consistent back and forth, and because of the nomu situation, which they're trying to defuse, knows she's on her own for a while, and probably got chosen for it because they know she'd be OK with that.
But she's showing way more comfort working in a team, especially as a subordinate to others than Bakugo's shown.

Toga and Shigaraki are crazy evil and deserve death, the other Villains are irrelevant and unpopular so they aren't going to be Redeemed, Dabi on the other hand
He was first presented as someone whose never killed before, the people he later kills are all thugs so no problem, Snatch was a Compress kill, Dabi doesn't give a shit about the League so he'll betray them later, plus he has a great reason for doing the things he does, Endeavour was a piece of shit and got away with it but Dabi will expose him and Hawks will help him once he finds the truth, Shouto will play a role in his redemption arc

I love Miruko, but just to be fair, Toga did have explosions go off inside her body along, and although not as visual, that'd be some serious hurt and could easily kill someone if your blood just turned into TNT at random times, and could seriously damage all your organs.
