I think he's well developed, but if he gets off scott free for his past actions which is arguably blamed on how Hori dealt with Deku-Kacchan conflict.
Not only that, but the author holds clear bias for Bakugo and is basically his gary stu character. Not only that, but there are times where the author would praise Bakugo for doing anything.
>Bakugo insults Deku and does straight talk
>All Might praises Bakugo for pushing the situation
>Bakugo utilizes his teammates power to one shot a fodder team the Lizard skinned chick student
