Since Chapter 32 dropped I was able to advance with the story, and I've got a new question.
What are the chances that the moment Subaru appeared in the City Hall wasn't his first time being transported to the world, but rather he lost any memory of him being there before that point?
Typing it out now, I feel it's kinda dumb to ask because he was obviously transported with the same clothes he was wearing in the convenience store and was holding the same shopping bags and everything, whereas in Chapter 34 he realizes his clothes are much different.

Its been awhile since engaging with the series but she seemed far more impacted, transformed, and receptive to affection from the MC than Emilia. In a few short episodes, Rem laid out why her affection had grown to that level, her ideal for a future together, and supported the MC to the extent of her capabilities. Meanwhile, Emilia stood around like a cardboard cut out and seemed to do fuckall nothing but be a damsel in distress.

Hard to say she was really in much distress at all in what's been animated so far. The only person who saw her as a "damsel in distress" was Subaru himself as she was in no immediate danger up until the aforementioned bombing.
This is laid out pretty clear when he's arguing with Lia after getting his ass handed to him by Julius and he claims everything he does is to help her, when in reality she doesn't need him as much as he thinks, and that most of what he's doing is for himself.
Hell, I'd be surprised if Lia says "help me, Subaru" or anything along those lines even once in the anime, as far as I can tell, all Lia asks of Subaru is to stay safe and avoid doing anything that might worry her. Seeing as how he broke even that promise, she rightfully rejects him.

Besides the Elsa murdering? And Uncle Pete? She wasn't in immediate danger in arc 2, but she definitely was in arc 3. Oh, and literally everyone knew that was going to happen because it turns out if you have a guy that kills everyone within a mile of any publicly discovered elf or half-elf for the last hundred years and then publicly announce a half-elf for candidacy people kind of figure out that's going to happen.

Even if everyone else (Roswaal) knew, Subaru certainly didn't know.
As far as he was concerned just showing up to the Royal Selection announcement was enough to save her from something that was definitely going to happen, which may or may not have actually happened depending on if you count him defending her from le funny racist politicians as him saving her. Note that this was Subaru's flaw that was repeated once or twice in the anime. His ego led him to believe that just his presence could save the day despite him absolutely lacking the strength to back up that resolve.
As you see in the Pride if, it'll take him hundreds, if not, thousands of retries to achieve his goals "by himself" with RBD but even then he ends up enlisting the support of both Meili and Elsa, as well as Ferris, and even Geuse (to an extent).

Well obviously Subaru is retarded, but that doesn't mean that Emilia wasn't actually in danger during arc 3 when obviously she was. That's part of why he was so excited, because she actually was in danger, at least until he understood better the extent of that danger and was overwhelmed anyway.

I think it's fair to say that after the events in the Capital with Elsa and Reinhardt, Lia was in no danger from Subaru's pov, yet knowing this, he deliberately ignored it and tried to butt into situations where he didn't belong and save her from a danger that at the time didn't exist.
Yes, Lia does eventually end up in danger, but by then Subaru's starting to get an idea of how little strength he has by himself, and how he'll need to rely on others to see things through.

No, there was an attacker in arc 2. Now that attacker does not seem to be targeting Emilia (and one of the 'attackers' was specifically targeting him and explicitly protecting Emilia) but he's never acknowledged that and assumes Meili always had aims on the mansion and Emilia. So fast forward to arc 3 and Subaru assumes based on two assassination attempts that maybe people are after Emilia's life. So yes, Emilia was definitely, constantly in danger from Subaru's PoV, he's just kind of an idiot.

Once again, as far as he knew there was a dog in the village who would bite either him or Ram's sister, and that whomever is bitten will receive a curse that will kill them in a matter of hours.
Only people in danger here are the children of the village, and eventually Ram's sister.
Before any of this he's already realized that the "attacker" on the mansion is Ram's sister killing him out of suspicion and due to the Witch's scent, and has died to her about twice already. So he should have no remaining suspicion about an "attacker" or "assassin" being sent to the mansion until The Eternal Contract.

No, he's apparently less stupid than you are surprisingly. Or more stupid. He always assumes Emilia is the target of attack, that's why he waits outside overlooking her room. After he is attacked by Rem he still assumes there is an attacker and tells Emilia to stay put with Ram as a guard and that he can't let the mansion or Emilia go without protection. The only reason he can conceive for why the barrier is being broken (dogs can't do that, they are neither smart enough nor capable of doing it) is that someone has aims to the mansion and Emilia, he never really drops that 'shaman' idea even after he knows the curse is implanted by doggos.

Him telling Lia to stay put is out of his natural concern for her, but there is still no reason to think that he's doing all of this for her sake. I honestly don't remember him choosing a spot that specifically overlooks her room as much as the entire mansion itself. But regardless I think you're giving him too much credit. Aside from his usual concern for Lia's wellbeing he definitely has no reason to assume that someone's still coming to attack the mansion after discovering Ram's sister is the culprit behind his earlier death(s), and takes the role as the presumed "attacker".

Yes, and despite not having any reason, he still does. He is an idiot. He specifically cannot take both twins with him and claims this is because the mansion itself (and Emilia) are in danger and so someone needs to be here to protect Emilia.

That's because the anime doesn't have narration, just like you don't know that the reason Rem pastes him is because she was expecting a witch cultist to try and attack Emilia and is camped near her room and can detect the 'witch cultist' creeping slowly through the mansion in a direct path to Emilia's room. It's only when she sees him that she realizes he's dying and not sneaking.
And after the events of the dog attack he's not so stupid as to have not realized that Meili was always the one who brought the dog, was not with the rest of the kids and had to be rescued 'separately' and also vanished completely from the village after the incident. So now going into arc 3 he knows (from his perspective, not knowing that this was technically neither of their goals) that there were two assassination attempts on Emilia within the span of about a week.

There's a lot of little things you'll miss without direct narration. You can maybe intuit or infer some of them is you're really paying attention but a lot of times it will feel more like headcanon unless you can get the LN/WN and figure out that was actually correct. There's some things the anime tries to do to visually show this, but more often than not the difference in medium is too far a gap to bridge.
And example that worked kind of okay I guess is during arc 3 and the first loop heading back to the mansion, after he sees the villager massacre it starts going through Rem's letter while showing clips of her being cute, so obviously now Subaru is really worried about her, before a brief mention to himself and a flashback to her demonic form to indicate that he's trying comfort himself because surely she's still alive on account of being a powerful demon (from his perspective) only for that to crash down because he finds her dead. It's a little clunky but it's at least trying to convey the thought process.

I'm up to Arc 6 Ch.36 in the WN, but as far as I can tell there's no TLs for the Arc 1-3 WN. Though as soon as I buy a bookshelf I might start collecting the LNs and maybe the manga, even if they are relatively lacking in content compared to the WN they parallel with the anime so far and that's good enough in terms of getting that extra content.
