They didn't have to though. They should have let the monster of the day win one week and then made the rest of the show focus them. I think a show that focused on a new beautiful monster lady each week would be far more successful.

Becasue they're the weakest part of the show obviously. Like, if the anime was like the musicals and just removes them entirely, except for occasional filler, it would have been much improved.

I'm not even trying to use filler in a pejorative sense here, as it's beneficial for it to not just be "plot, plot, plot" and have some time to relax and explore its characters. But the way the anime handled the MotW was just stupidly repetitive and it seems bizarre to me that people would specifically love the show for that, as opposed to what it does with its cast and side-characters.

Of course, there are a few "truly evil" ones that are so hot that I still feel bad for them. The plant sisters (Grape, Suzuran, Housenka) come to mind.

I liked that monster of the week based on an incompetent cleaner. The way it went around bothering everyone over its personal hangups only to get slapped down by its superiors was hilarious. The Sailor Moon anime truly is amazing and an essential watch.
