It's debatable whether he can make a sacrifice or not , but he should be able to activate it since many things in the story allude that he can, what he can't do is sacrifice Casca since she's already branded.

The story constantly alludes that this Behelit is Guts' and no one else's, Flora's warnings, Slan mocking him that he should use it, the evil spirits telling him, him talking to himself in form of the beast constantly wanting to kill his friends to pursue his revenge.
He probably doesn't realize that if he were to make a sacrifice he would no longer be able to kill Griffith but the point of it is to be a constant temptation for Guts to always being on the edge of no return but ultimately always saving his humanity and this will be resolved in the climax of the story.
