The tower, whatever it is, exists in their world. It's no more isekai than walking into a costco is isekai. There is even an organization within the tower that apparently operates both inside and outside the tower, though travel in and out of the tower is supposed to be almost impossible.

It's literally a 3 ringed tower, all of the normies live on the outer layer, while everyone else lives on the middle layer or the testing layer.

I think it's the bait and switch. Like anyone with half a brain knows this season is going to be the end of the 1st season of TOG manga.

Next season, people are not going to watch because they were expecting all these characters to stick around. It takes ~40 to 50 chapters of S2 to get going and reintroduce the main cast from S1, if the anime can make that transition a smooth one, then I could see people actually watching this.
