While I would normally agree with that, the Shinobi system has demonstrated itself to be impossible to reform, considering the lack of justice endemic to it and the influence special interests, like Danzo, wield in its political processes that allow easy detailing of any type of reform. Remember how it took forever to enact something that should have been common sense, that every Shonobi squad should at least have one member with medical training, despite lobbying from Tsunade since the second Shinobi war?

For starters, Konoha is completely incoherent. Who chooses the Hokage? Is it a council? If so, whose on the council and how did they get there? How powerful are the various clans loyal to the Hokage? Who the fuck is the 'Fire Daimyo' and what is his relationship to Konoha?

The structures of power are unclear. People just seem to do things. So I can't determine based on what's been shown whether or not the leaf village needs to be destroyed.

Zabuza working for Gato so that he could earn enough money to overthrow the head of his village was given to us as an example of what the ninja world was REALLY like. Orochimaru had no real desire to destroy Konoha. It was just what he openly said his goal was. Kabuto even calls him out as being hesitant and Orochimaru is visibly annoyed by him pointing it out.
It isnt a coincidence that as soon as Orochimaru was given his true goal (proof that the sage of six paths and thus Kaguya legends are real) he cares nothing for "destroying" the leaf ever again.
And no, Orochimaru killing Hiruzen does not equate to wanting to destroy the leaf. Hiruzen was the cause of almost all bad that had occured in the leaf and was a feeble old man unable to defend the leaf. Imagine all the events to unfold the next few years while the Third was still alive. The leaf would have stood no chance.
