That’s possible I guess but even if you needed to touch the person or something he still grossly underutilized it. Koto was Shisui’s Mangekyo ability and it was balanced by having a 10 year cooldown. Danzo having it on 24 hour cooldown would mean that he should have at least gotten control of Hiruzen and all the Jonin in Konoha within a short timeframe
