Why couldn't this part have been good? it had everything going for it in terms of characters, setting, and the plot involving Kira but it got botched into a confusing mess. Literally the only genuinely memorable arcs always involve Kira; otherwise the only ones I can think off the top of my head are Highway Star, and Rohan before he became an ally and maybe Harvest.

Part 4 is plenty of people's favourite part, me included. Although I understand why it might not be something you personally enjoyed. To me, 4 was somewhat of an oddball. I love Josuke and crew but the focus got spread out too much. Not all fillers were bad (RPS Kid is a personal favorite) but a lot of it felt like JoJo's Kooky Town instead of Bizarre Adventure.

Personally I think you're both wrong. I think it's borderline impossible to gauge what are the least or most popular parts from posts on here because people have such mixed opinions on the topic. There are large groups of people that will never nearly every part is both the best and the worst. I think I have seriously seen someone say every single part is the best at least a couple of times and same with parts being the worst.
To answer your question OP, I don't think it could be fixed for the people that don't like it. Araki's intentions with that part was that for most of it there was no big bad guy and it was just wacky stand adventures in a weird town. The whole premise of it is what the people who don't like it dislike about it. They want more structure and more of a point to the story which for most of it there is none. It's why I personally like Parts 5 and 7 more as far as Stand of the week parts go. I prefer the character's actually having an understood goal and working towards it.

Here's Okuyasu. Josuke and Hayato are sure he's dead after Killer Queen/Stray Cat blew a hole in his chest, to the point he even lacked a pulse. But because Araki apparently forgot to properly develop Okuyasu throughout the part, he gets a last-minute scene of forced character development where he sees Keicho in the brink between life and death and decides to return to Morioh without having to be guided by his brother. He then wakes up in the nick of time to save Josuke from death. This is basically a Deus ex Machina.
Pretty much everything in part 4 is forced and dishonest.

Part 4 just feels so small. Part 3 was an epic story of adventure and vengeance, and part 5 wasn’t quite as big but it was certainly intense. Part 4 is sandwiched in the middle and it’s a little awkward. I think it’s good it just doesn’t do well when contrasted with the adjacent parts.

Part 4 is my 2nd favorite. Kira is a very likeable villain, Josuke and Okuyasu's antics were great. Even Koichi was fun at times beyond whinning to much and getting free power-ups. Jotaro was pointless though, and the only good thing he did was surprise ora Kira.
