It's totally the opposite, the serie clearly shows that. Bakugo is just overpowered that's why he can be a "hero". The hero concept itself doesn't make sense in MHA. Don't lose your time thinking about things in this series, because nothing makes sense (even hori doesn't understand his own serie anymore)

The manga industry is literally IRL reddit, if you get enough upvotes you're in. Every chapter is designed to do just that, get upvotes. No manga author actually has any big plot planned. He is too busy trying to make one chapter per week in order to stay serialised.

who needs heroes when a cop can take out the entire league of villains in one mag?
OPM does it better by upping the power scale and making high tier monsters immune to all firearms, making heroes a necessity in society. MHA should have taken the same route.

There's an alternate Hero Academia where Deku remains quirkless and works hard to get into the school and become a hero despite the overwhelming odds and other students bullying him and still rising above it all.
The existence of All Might and One for All ruins that though.
