the actual shot is far less important than the circumstances. it's not about seeing the panties, it's about *getting* to see the panties, anyone can look up girls in panties online, for it to be something special there's gotta be emotion involved - she has to be especially moe - is she clumsy? does she wear concealing clothing? does she know her panties are showing and does it make her embarrassed?
