Because its good. Unlike Shonen such as Bleach, Naruto, HxH, MHA or DBZ One Piece doesn't have powerlevels through the roof, it has 0 plotholes and asspulls, and good character development. You will never see an explosion of aura during a battle where the protagonist one-shots the opponent because of friendship like in all the other series.

It's the only adventure manga on the market.

Oda doesn't waste any worldbuilding elements. A marine conversation leads to a cover chapter 10 years ago that leads to a secret plot point. When everything comes together it's brilliant. Also: adventure, comedy, having a good time. Well blended genres and story-structures.

Mihawk is a pirate, marines don't chase bounty hunters

Mindless hype by r*dditors who think 100 new characters in each arc is "worldbuilding".

Mihawk was a bounty hunter for pleasure while he retained Shichibukai status. Marines came after him when they revoked that status. Straw Hats encountered Mihawk in Paradise -- at Baratie -- because of his bounty hunting. The occupation has capped out in power, so they don't serve much of a purpose beyond that moment.
