Toga and Shigaraki are crazy evil and deserve death, the other Villains are irrelevant and unpopular so they aren't going to be Redeemed, Dabi on the other hand
He was first presented as someone whose never killed before, the people he later kills are all thugs so no problem, Snatch was a Compress kill, Dabi doesn't give a shit about the League so he'll betray them later, plus he has a great reason for doing the things he does, Endeavour was a piece of shit and got away with it but Dabi will expose him and Hawks will help him once he finds the truth, Shouto will play a role in his redemption arc

It's still a messy process considering every nomu designed to do anything more than follow orders and intimidate civilians needs a regeneration factor to avoid rapid cell death from quirk usage.

That's one thing i never unerstood. Apperantly people say that Shiggy was a shitty villain in the beginning, but became better, as he now isn't an manchild who murders everyone who pisses him off anymore and has a goal and a plan, but i liked early unpatiant angry tantrum-throwing Shiggy more, because i felt like an unstable manchild with anger issues is scarier than the generic calm, brooding villain with a plan. Him now having "friends" makes him just appear nicer, which i don't want from an villain like him. Old Shiggy appeared like someone who would never forgive you, if you ever maked him look incompetent or if you beat him and would spend the rest of his life trying to murder you, while nu-Shiggy is someone who would just say that it aint worth it and just retreat.

Old Shiggy unstable tantrum-throwing manchild personality is what I hated, but I don't think he's changed, it's just now we understand why he was a manchild and it makes him more bearable(he also cut down on lame ass video game references so that helps).
He still wants to destroy everything and kills whoever he likes, and he doesn't exactly have a plan- it's still just "Let's kill all the heroes".
