They did, but they used Voice actors with Finnish Heritage, Sixten Lundberg is the swedish voice for Moomin but he is born in Finland

Anyway, I don't know the specifics why it turned out so weird, but it never aired outside of Japan for a reason, as Jansson basically went "what is this crap". It's a miracle further series even happened.
I guess they took their inspiration more from the comics than the books, but it still was way wilder than the source material. The 90s series is a careful balance of both.
