That just makes it worse. Pro heroes are defenders of society but also has a reputation and image to uphold. Endeavor has no charisma, his image was that he was a hardass that did his job with brutal efficiency. Failing to prevent his firstborn from becoming a significant threat to society is a a huge blow in that regard.
