With that said, the logical conclusion is that he would immediately sense Moro's syphoning ability and counteract by blitzing him, given that even Tardku was able to notice his Ki being drained.
Even if Jiren doesn't immediately notice it, his ki is so unfathomably BIG, that it would take so much time for Moro to have an impact on Jiren's reserves (that is if he can actually syphon beyond his ki barrier).
We saw Moro take a considerable amount of time to drain a petty planet, so it who knows how much he would take to drain Jiren.
