Fundamentally it has to do with gender stereotypes.
Compared to a boy who is supposed to go out and forge his own destiny, a girl's worth is more determined by who she is. Her role comes with many duties and responsibilities. And she must always carry herself with grace.
The ideal (stereotypical) girl is noble girl.
On top of that you have the "villainess" aspect, which you could theoretically play out as a harpy. But that wouldn't make much of a character. So if she is mean, she better have good reason. And what better reason could she have than that you are lower-class scum who deserves all the bullying?

You can't have an otome setting without incredibly exploitative nobles. It's just an inherent part of the setting. Especially since it's usually based on the incredibly conspicious consumerism of 18th century France. Usually it gets completely ignored but the worst is when the "heroic" protagonist actively comes out against revolution and tries to keep the status quo.
The thing is, no matter what you want, when you start building communism you always end up with Soviet Russia. No exceptions as of yet.

Because in truth monarchy (at least constitutional one) is simply the best form of government there is. Regretfully, due to the mistakes of the past, not many countries are blessed with having a monarch nowadays (having exchanged it for being ruled by such fine democratically elected leaders as Trump, Macron, Merkel or Orban), but many people, even the citizens of countries renowned for being beacons of democracy, do on some level retain the appreciation for monarchy. See the number of people interested in the latest royal wedding, even if it happens across the ocean; or all discussions on the matter of who is the true king worthy of the Iron Throne; or even shows like this. Even if you're a lifelong republican, you have to admit that the monarchy is, at the very least, infinitely superior aesthetically. Princes and princesses fascinate people in a way no politician could ever hope to.
