Some amount of work can be done from home ,and in fact, plenty of freelancers choose to work primarily from their homes, but you still need production assistants to drive around to pick up the key frames/corrections/other shit to then scan. And this makes things impossible for directors/episode directors, who are at a studio more than full-time.
Hell, a few months ago a woman employed at ufotable had to quit because they wouldn't let her work from home in the later stages of her pregnancy. And ufotable is one of the better studios about digital technology and employment. Most studios are a pain in the ass about this kind of thing. Not really, many studios don't even have an internal art department. Plenty of anime is outsourced in part or whole to other studios.

During CNY, when most Chinese would be travelling, Japan had not implemented a travel ban and there were a lot of Chinese tourists in the country, some of them could have been from Wuhan or met someone from Wuhan.
