Ironically, in the manga itself Shizuka is not as much of an airhead as she's popularly thought of being. She has some self-aware moments and also some very grim moments.
As fun as it is to watch the anime, I think it kind of exaggerates some of the characters, relative to how they behave in the manga. So Shizuka gets EVEN ditzier, Saya gets EVEN brattier, and so on. In the manga everybody's more nuanced, even Nurse.
