Nah, there is going to be a scandal and broken Yonagi arc that delays Kuroyama's plans until Yonagi crawls out of the pit of despair.

Kuroyama has finished selecting most of the main cast for the final movie, this chapter we see Ricku and Chiyoko accept his offer.
Ricku is staying at Japan now, if the movie arc doesn't come soon he will have no work to do for months. He being sluggish lazy is out of character.
