Undead and pop monsters aside he has about 300 top level soldiers. He needs armies of (hundreds of) thousands to cover all the territory.
It's not about level, it's about coverage. Think about RADAR and other type of detectors. You need numbers, overlaps and/or a degree of redundancy.

Speaking of talents, it it only humans that can have them? I don't think we have seen a single demihuman with one so far. From what I can tell, humans with talent are essentially the equivalent of Variant Humans from DnD and the talents are basically starting feats but better.

You do realize that not all the denizens of Nazarick are as strong as PDL, right? You don't need to be lvl100 to pose a threat. ZZ is lvl80 which means she can bypass the defense against attacks below lvl60 that the lvl100 NPCs have.
Add a talent that makes her stronger on top of that and you get an even bigger threat,
Also since we don't know her talent we, that means that we don't know what the current limit of talents is which could change in the future anyways since a peasant can be born with a stronger talent at any point.
The only reason she would need back up would likely be because of Wild Magic which they can't defend against since they only have one WCI and said item takes up a vital armor slot.

Ainz counts all the NPCs as important. He would freak if one died and ZZ can kill most of them without back up. Probably more if she got back up. Very few NPCs are lvl100 and Nazarick can't do too well if those are the only NPCs left.
