The reason part 4 is divisive is that the vast, vast majority of manga/anime consumers are incapable of enjoying anything different. They want exactly the same stuff shoveled in front of them beat for beat. I enjoy part 4 because the weird mini-story vignette really stands out as different from everything before or after it, with a more comedic and light hearted tone.
The more autistic detractors tend to essentially write checklist of generic shounen plot outlines and complain when the part doesn't meet it

Unironically the ONLY flaw in this is having Kira's father go around making stand users. This was unnecessary, He could have just had it be continuation of Kiecho's Stand hunt by having more Stand users pop up and distract the cast from their serial killer hunt.
