If you want a serious answer I originally quite liked him because he was completely over the top with how angry he was the entire time. He was just sort of amusing. I also thought it was a fresh take to have the angry character not be fucking retarded like normal (school work wise, I know you can argue he is retarded with how he acts with people). I'll also admit I'm not the greatest fan of how Hori seems to not want to treat him as anything but perfect recently. I think a lot of people were huge fans of him back when it seemed like he was going to suffer and develop. I think he's definitely developed since the early days but Hori makes the mistake of keeping his over the top angry moments for comedic effect so it creates this weird juxtaposition where one moment Bakugou seems like he's learned the importance of valuing his fellow heroes and appreciating Deku's view on heroism but then jumps straight back into shitting on people the next scene.

Bakugo loses all the time, dude. I lost count of the times Deku had to come save his ass.

But this doesn't make sense with what you wrote after. I think hori was just satisfied by rarely showing normal bakugo and then going back to him being retarded. It's like he's afraid of developing a character.
The endavor agency arc clearly shows how much bakugo didn't change. He still thinks about only winning with the difference that now he thinks this: "winning" + "saving people" = "a bigger victory". That's what he understood form all might speech after his fight with Deku.
He had potential as a character, but hori doesn't know how to write

You're right, I didn't get what I was trying to say across properly. I think the attempt was made by Hori but he didn't follow through properly with it so it effectively didn't happen. What I was trying to say was that a lot of the people who are huge fans of Bakugou now have sort of fallen for the trick as it were. They saw the initial attempt at development and then turned a blind eye to everything that happened after. Which is why you often see people screaming nonsense about how his character development is amazing. Honestly I would have preferred if he'd just remained unrepentantly angry the entire time rather than this weird pseudo change.
