I think Violence is fleshed out enough and he has a plot purpose

We know he's a chill, peaceful dude who enjoys making others happy.
He knows his combat limitations but still helps out when he can.
His main purpose though is to show the cast that Makima is likely making fiends out of fallen bureau members which raises the gangs suspicions about Makimas methods.
His secondary purpose is to give one of the main characters, Kobeni, a healthy relationship and who knows, maybe she accepts fiends/devils more easily now.

Maskless Violence wasn't even really being built up, so him instantly losing to Darkness of all devils is fine.
It's only the fanbase which expected him to go Violence Blanco or something.

Because the Hell Arc needn't have been placed so early when we had a lot of characters that didn't have enough time dedicated to them yet.
Fujimoto could have put the Hell wherever he wanted. He should have waited until he properly fleshed out Fiends like Violence or the redshits like the Stone User before he killed them so that the reader wouldn't just shrug and say "Oh well".

Exactly, we were just starting to get hints of interesting parts of his character.
An exploration of Fiends in a way we couldn't get with less cogent characters like Power or Beam, of how Makima runs things, and of his relationship with Kobeni. There was a lot of potential to the character that has went to waste because he was murked prematurely.

Of course he didn't have to, it was entirely out of his own free will.
