there's obvious flaws about the origional anime, but it honestly had a lot of interesting flavor and style - and i honestly doubt a remake will be able to do it and match all the positives about the origional

DEEN's version is a bad adaptation not only because it cuts a lot of content or because of the animation, but more than anything because most of it doesn't even have the same tone than the VNs. This ends up being good for the anime though, since it works well as a pure horror anime most of the time. So the anime ends up being but a terrible adaptation and an alright anime. This new anime will probably try to stick more to the VNs, depending on how well they do it it might end up being really good or even worse than DEENs, being both a bad adaptation (the most likely option for a VN adaptation) and not even having its own identity to make up for it.

Probably never, but if somehow this Higurashi gets really popular then they'll probably try and make a Ciconia anime once it's finished, and if that does well too then MAYBE they'll remake Umineko someday.
