The universes that he erased are gone for eternity, they were never brought back in the true sense. The only way to bring back an erased being/universe would be to go back in time a moment before getting erased and bring them to the present.

Either Goku doesn't care or he understands Zen-Oh's perspective. Mortals probably are less than ants to him/them in the grand Order of things. Zen-Oh cares about balance and fairness but only from his POV. Goku befriending him is actually a very good thing since it makes the little God aware of smaller beings and conflicts he usually ignores because they're usually too small to notice. Our mundane worries are still quite trivial to him but at least now he gives chances.

He is. Notice how Toriyama has no backgrounds in his panels? That is because the character is the focus. In Toyotaro's remakes he puts in background shit which distracts the eyes. Generally Toriyama will do a few panning shots where nothing is happening just to plant the environment in the reader's head. Once action begins he stops drawing the background, or just a small portion like the ground they're standing on.

Here is an example of him ignoring the background features. Its not a thing you would notice unless you specifically went looking for it. Toriyama has a lot of small tricks to help the reader understand the flow of what is going on.
