Seems to me the author wants to juggle the girls' kinks, image, and ordinary lives. Utena has somewhat hit a stable position in that she knows where she stands, but Alice needs her development and the magical girls are still grappling with the change Utena introduced in their activities. No one's actually going to get mind broken, and the new girls are just here to shake things up and create an environment for the others to overcome their respective personal hurdles.

Neglect is easy to answer, but it can be slow to fix, especially in a minor as it means she can't leave her parents. Even if Magenta and Sulfur seem mostly stable, Azul's currently training and they'll probably play a role in making her come to their rescue, the same way she was hired. Actually, it's POSSIBLE Azul's hiring was a set-up, so it might be possible that Magenta isn't as innocent as she seems, even though I don't think that's likely.
