Skypeia is so weird it's like this perfect time capsule of pre timeskip One Piece, where nothing and no one it introduced were ever important past the immediate next arc. When was the last time dials were used? The one recording in Brook's skull? What about Nami's waver? Conis and Wiper show up in the decks of the world collections as if Oda is just teasing anyone who still caresm

There's probably something important. The Baroque Work coverstory wasn't that important either but it laid out Crocodile, Mr. 3, Bon Clay and Daz Bones being sent to Impel Down which would tie into the main story later on.

Not that it even has to be important desu.

What makes One Piece's worldbuilding good is that you get the sense reading One Piece that characters unrelated to the main characters follow their own journey and make their own big moves just like the Strawhats make theirs not that there's a mound of locations. Anybody can shit out a bunch of locations ala Game of Thrones style.
But Oda doesn't just write major characters this way he writes all the characters this way with their own developing story even if they're minor characters that don't have an impact on the Strawhats journey. Oda still puts in time developing their storylines whenever he can. Because of this characters are rarely forgotten and everyone still lives out independent stories that branch out from the Strawhats.
It's from this feeling that you get the OnePiece world is moving independent from the protagonists with the Strawhats only experiencing a single part of it that you get a sense of life from the manga.

You know Nami can be bitchy but it's mostly humor. Having rereading the manga very recently I can't see her reacting the way she reacted if she knew Sanji had a loved one threatened, she always defend her crewmates when it comes to serious matters. And I'm pretty sure would care about threats involving his crewmates if the situation serious.
