After he conquered Geabrande, Rista got punished to conquer Ixphoria, but the gods were kind enough to let her do that with Seiya (with memores intact, but level and skill reset) to make the task easier.
After they conquered Ixphoria, Seiya was sent back to Japan without erasing his memories (I forgot why, I think to help the heavenly realm to counter Merthice invasion in the future). Since then Seiya had been using military vest under his normal clothes 24/7 to anticipate getting transported to heavenly realm again.
Seiya finally got summoned by Rista in Distorted Geabrande after Merthice destroyed the heavenly realm, but most of his skill (that are usable in Geabrande) were intact since Brahma was "dead", so there was nobody to erase his skill upon returning to isekai.
