Almost all of Oshii's films suffer from the same weakness that stops them from being anything better than high 8/10s. The massive exposition dump that is almost bound to happen, ruining GITS, Innocence, Beautiful Dreamer, Skycrawlers and the Patlabor movies.

There are no 10/10 anime. If it's thematically dense, it lacks visual fidelity. If it sports visual fidelity, it very often takes other short cuts.

Not him but you are essentially limiting yourself to a 0-9 scale for no reason, but i understand what you mean.
Personally i just lowered my standards a bit, to me a 9 show becomes a 10 if it answers a few criteria:
1) It delivered what i presume to be the intention in an excellent fashion.
2) It is unique in some way.
3) I found some extra personal enjoyment from it.
So yes even retarded shows can get a 10 if they are fun enough.

As compared to professional reasons? Everyone's rating is for personal reason. Even if you are an anime critic (sounds cringe to begin with), you are still going to have personal reasons come into play on your score. I know people like to think if themselves as objective but in reality that's now how the cookie crumbles.
