Depends on the plot and structure.
Most characters in Ranma were romantically/sexually interested in somebody and it added to the wackyness and fun. But that is because there was no plot, just character interactions.
In a battle Harem like Sekirei, I felt like some girls could easily just be cut off without hurting anything in the story. But that is because there was a grand goal that most characters shared, so interactions felt samey.
I would say it depends on how unique you can make the love interests in the amount of time you get to build them up.

It really depends on how the author handle the ending, the more girls you have in there the harder is to make each one of them happy, the idea of a good harem is to give every character a good ending regardless of who win.

Depends on if it's a weekly or monthly. If a monthly, 4 is probably the upper limit of giving sufficient development to the various heroines. Grand Blue has 6 and it doesn't work at all because 60% of chapters are Chisa chapters.
