He wasn't in full control compared when he wrote the story of the first season (PP was supposed to have only one season, but executives for some reason wanted to make PP a franchise).
They put Ubukata in charge of the story for season 2 but as all we know, S2 was fucking terrible so Ubukata is now working with a bunch of writers and editors so he doesn't fuck up again.
