He never planned do something serious with her. He just needed some plot device for some situation and Ichika played this role. Negi even didn't bother to write some her interaction with Maruo or F family.

the problem wasn't that yotsuba won.

it's that the there wasn't really any arc that leads up to the ending beyond 'every girl realises they like fuuts, fuuts chose one, the end'

if yotsuba was the end-girl, then the story should've imo - gradually narrowed the end-game to two girl, ichika and yotsuba and built an arc around their past as the two girls in the past that interacted with fuuts and established the romantic conflicts and realisation over 2 or 3 arcs.

I hated how Negi could never truely send off Ichika after what she did. He had to make her come back and kick the puppy by having Fuu bring her back for private tutoring which never got mentioned again. Fuu kept pulling in one of the girls back in thinking they have even a glimmer of hope that they would get chosen only for him to choose their inept sister anyway.

The problem with Ichka's snekery is that Negi didn't use it properly. This had really good potential. Her win could be interesting after what she did. And even If Negi didn't want her win he still could make some higher quality drama instead of making her just villain of the week. Well Negi really was tired and didn't give a fuck I guess.
And I still don't understand reason to make orange juice btfo. It was like Negi hated not Ichka but 1fags.
