I think the question we have to ask ourselves is who is the true antagonist of this series, Shigaraki or All For One? Because this story can go either one of two ways; Shigaraki inherits AFO's quirk and kills his master to become the true successor, or AFO will steal Shiggy's body and thus be fully restored. I'm leaning towards the latter because Shiggy at the end of the day is still a victim of AFO's evil

He was the most logical target for a villain death anyway. Twice is OP as fuck, which leads to narrative headaches, and he's got that sympathetic crazy angle due to the attention he was given. Its not like people would give a shit if Spinner or Mr. Compress died. Which speaking of Spinner, they need to mutate him into a Nomu or give him quirk drugs to become a giant gecko monster
