This doesn't even look like he improved, just that he changed style.

You can feel the SOUL getting sucked out of him

He lost some of the dynamic look the art had but his general sense of art and how to actually draw people got a lot better, massive improvement in all the basics but a slight loss of the stylistic touch.

It got more detailed but lost some of it’s style. Sometimes this makes it better, sometimes worse. For example, early Ichigo looks better in OP’s pic than late Ichigo but late Orihime looks better than early Orihime.

There is definitely more soul in the older art, the new style looks less distinct/less fun

It's understandable that some people like the more 90s/early 00s style but his capability undeniably got better, particularly for expressions and giving faces more detail and depth

His fundementals got better and more realistic but he lost charm and fun

The only improvement here is Orihime. She was supposed to be pretty, and became pretty in new artstyle, while being ugly originally.
Ichigo changed from a charismatic delinquent teen to a generic ikemen.
Rukia became a generic moeblob waifu, completely lost her tomboy charm.
Urahara barely changed so not much to say here.

His art is still appealing but I really liked the way the characters were drawn at the beginning. There was something special about it.
