No, Oda is currently the BEST artist in WSJ. A non artist can't even begin to understand how good Oda's shape design is, how expressive his characters are, and just how hard he works for the story he wants to write.

Nah, not really. The problem isn't character design (though it has gotten notoriously lazy lately). But stuff like paneling, movement. Oda used to be way better at this (though not top tier, really).

These pages have excellent panel flow. This is clean and each panel tells you something that's changed and how their placements interact.
The first two pages has a great back and forth where your eyes follow the trading of blows, terminating on a very nice cross counter. You'll notice Luffy's hit on that, though it changed trajectory 3 times, is still delivered in a horizontal blow, same as Katakuri's.
On the next page your eyes pass to the right, following Kata's landing, then flash right into Luffy's crash. The next row Kata's kick is a perfect line of action that stops Luffy's fist, and then shooting down we feel Luffy's weightless jump for a second. The reaction shot below it just centers our eyes before they look upwards, mirroring Luffy's shot directions. At the end of the page, Kata is battered repeatedly, just as we, at the end of a page, have nowhere to go. Then you go to the next page (4th) where Kata sees an opening and spins through it with the impact of Katakuri's knee and the followthrough is especially good, maintains the 180 degree rule and allows our eyes to create the impact resolution.

This is honestly quite better than the other panelling shots posted itt.
