There's a whole lot of "have things always been this way" stuff in this manga so far. We know Shijima's sister is fucking with the fabric of reality but even before the manga began this kind of thing has supposedly been happening I guess. It also reminds me of fiction where dreams play a part and they bring up the idea that dreams begin suddenly, in the middle of things, but then you might start feeling that something is wrong if you try and remember what you were doing before that sudden start.
